who articulated his concept of equitable access in rural East Texas to the comprehensive academic, healthcare, and industrial education opportunities more commonly available in urban areas of the state. He endorsed a 1994 higher education needs assessment, commissioned from the National Center for Higher Education Management, which subsequently identified the need for a unified “network” of academic resources and educational access points throughout the region. Bill Ratliff then defined a replicable model for meeting the education needs of dispersed rural populations, guiding the 15-member NETnet Consortium through an 8-year process to build the most advanced wireless educational network in the state. His contributions of time and talent have positively affected the opportunities in a 50-county region of East Texas containing 46% of the total rural Texas population.
